How is the best way to handle landscaping for this type of terrain?

what kind of climate? sounds like a good candidate for some ivy.

If you really want to be adventurous try level out the land with a retaining wall and fill. I guess I have to ask what zone you live in? Since you have high walls, maybe try some climbing plants like ivy.
