Maybe you could get a small business loan or grant? My husband had an uncle who actually got a government grant for starting an ostrich farm because it was his first business.

You must have the essentials. Lawnmower , leaf blower , weed wacker/ edger, and hand tools rakes shovel etc. .I the Jobs you beyond normal landscaping maintainance. Such as retaing walls rock gardens Koi/fish ponds complete shrubery replacement or installment . You can rent back hoes and other equipment just during the period of that job. If you need workers if not in your town there must be a near by town where you can find day laborors looking for work You can spot them if you see a crowd of people standing on a corner of “main” street USA .After completion tell your custermer you are a new business and if they like your work please tell their friends and colleuges. This is better than any advertizement in the paper you pay for PS again after your down not before you started. knowing you are just starting out will give them a sence of inconfidence but once they see your work You being new in the business won’t matter at at

You can do the design and have a landscape contractor give you a bid for your design. Then add what ever $ you need for your profit and then give the homeowner the final price. If you are going to try to do your own installs you need to find knowledgeable people to run/ work on your crew. You can have the best design but if it is poorly installed all you have is a well designed mess.
