How do I get rid of serious weeds in landscaping?

So I have a serious weed problem. Every year I pull and pull and it looks clean for about 2 weeks then BAMN, 2-3 ft tall weeds in my landscaping, and fast, and everywhere. It’s absolutely overwhelming. We even have this really nasty one out front that grows to over 2 stories and completely overtook a tree (we had to cut down the whole thing, and I poured an entire bottle of extra strength roundup… the tree is dead, the weed is back.) How do I get rid of these nasty 2-3 feet perennial suckers without killing the rest of my landscaping? Tarp and mulch hasn’t worked… I’m assuming that the weed seeds might have spread to the mulch itself — I’m ready to WD-40 and salt my entire yard. Help!

You could try a pre-emergent. This is a weed killing chemical that kills the seeds before they can germinate but doesn’t affect existing plants.
