When a huge landscaping job is needed to be done how does this happen?

If the landscaper is a subcontractor to the General contractor, the landscaper pays for materials & labor used on the job and submits the bill to the contractor for payment.
If the landscaper is working directly for the owner, the same would apply.
The General Contractor is not responsible for supplying the subcontractors with materials or labor to complete their portion of the job for which the subcontractor had bid.
